Aware of stakes linked to urban networks vulnerability in case of major risk and namely in case of flooding, the Risk Control Institute  (Institut de Maîtrise des Risques IMdR) and French Association to Prevent Natural Disasters (Association Française pour la Prévention des Catastrophes Naturelles AFPCN) have created a common WG to deal with this thematics.
The WG objective is to deliver a diagnosis and propose an action plan to decrease urban network vulnerability .


STUDY CONTEXT

Major risks considered are limited as a first approach to floodings and hazardous meteorological events (gales, storms, strong rains,...) . Other risks such as seism, tsunami, strong swell could be considered afterwards.
The networks under study are:
-Electricity network,
-Gas networks,
-telecom networks,
-Transportation networks (railways, roads, airports,..),
-drinkable water network,
-sewage network
-collection and processing of home garbage .


APPROACH
The WG proposed approach includes :
-make an inventory of netwoks upon concern,
-identify for each network, contacts who could collect and transmit informations network related regarding vulnerabilities and preventing actions already performed,
-collect informations related to the networks and their vulnerabilities, analyse content and draw a synthesis to propose an action plan providing measures to implement permitting activity continuation.

The WG is animated in common by Laurence BAILLIF (ARCANS) and Jean DUNGLAS (AFPCN)
